With a camera inspection of the pipes. It is a relatively cheap survey that usually fits before signing or within an inspection clause, and it decides whether the pipes need replacing or can be relined.
Relining gives a long expected service life and is often the right choice when the pipes are expensive to reach. It does not work with extensive rust or collapsed pipes, which the camera inspection reveals.
Then the work is effectively mandatory. The municipality can prohibit discharge and order a new system. Ask to see the permit before buying and price the work into your bid.
