A crawl space (krypgrund) is a low space between the ground and the floor structure. The outdoor-air-ventilated version is ventilated with outside air and is classified as a risk construction, since warm summer air condenses against the cold floor structure and can cause moisture and microbial growth. The construction is common in Swedish houses and is far from always damaged.
What it means in practice
The inspector (besiktningsman) has crawled in, examined the underside of the floor structure, measured moisture, and checked for odour and growth. The problem with the outdoor-air-ventilated crawl space is counterintuitive: it performs worst in summer. Warm, humid outdoor air is drawn into a space that is cool from the ground, and as the air cools, the relative humidity rises — sometimes above 80 percent, where growth begins. In winter, the crawl space is usually dry. So a single measurement in February says less than one taken in August. At the same time, a crawl space is one of the more forgiving risk constructions: it can be inspected without demolition, and remedies such as a dehumidifier, ground-covering plastic sheeting, or indoor-air ventilation are relatively predictable in price. The fact that the report mentions the crawl space is therefore standard for Swedish houses from the 1960s onward — what matters is what the inspector actually found down there.
